I always upgrade to a better class after a H-H as by the end most cars in the final race will have already upgraded to a much higher class. Only got the win a race with no car drops to get so it makes no sense to keep a class 1 car when all others are running 7 to 10 class cars. If you can upgrade without taking actual car drops then why not ?
