Sometimes it pays off to hire a third hero, that will be your own judgment call. The earlier you have the Capitol, the better, except if that requires you to spend too many turns not building anything. IMO the most useful initial units, to bring along with your level 1s, are: Castle - Marksmen. Rampart - Grand Elves.
